　　Court in China issues record pollution fine

　　A high court in China's eastern Jiangsu province has fined six companies 160m yuan (£16.6m; $26m) for polluting rivers, state media report.

　　The Xinhua news agency said the fine was the highest ever in China as a result of public interest litigation against polluters1.

　　The companies were found guilty in August of discharging 25,000 tonnes of chemical waste into two Taizhou rivers2.

　　China's rapid economic growth has caused widespread environmental damage3.

　　The country is facing international pressure to clean up its environment and an increasing number of local protests concerning pollution4.

　　The government says that around 70% of China's lakes and rivers are polluted.

　　The BBC's Martin Patience in Beijing says the record fine will be welcomed by environmentalists as a sign that the government is finally prepared to get tough on polluters5.

　　Taizhou Intermediate People's had already given jail terms to 14 people involved in the pollution but the companies, which have not been named, appealed against the fines, said Xinhua.

　　The Jiangsu Provincial Higher People's Court rejected the appeal and ordered the companies to pay the fines to an environmental protection fund6 within the next 30 days.

　　The fast increase in the number of cars have brought along many related problems which are well worth our greatest attention.

　　首先，城市交通每況愈下。這里我想拿自己的親身經歷作為例證。五年前，我從家里開車到辦公室花30分鐘。一年后，我路上要花40分鐘。兩年后，為了準時到達工作崗位，我至少要提前1個小時從家里出發。之后，從去年開始，花1.5小時到達成為家常便飯。交通就像毛毛蟲一樣在蠕動!

　　First of all, urban traffic is getting from bad to worse. I’d like to cite my own experience as an example. Five years ago, it took me about 30 minutes to drive from home to office. One year later, I needed to spend about 40 minutes on the way. Then two years later, I had to start out from home at least 1 hour earlier in order to get to my office on good time for work. And then, since last year, it has just been too normal for me to spend about one and half hours to make it. The traffic just moves like a worm!

　　第二點，隨著轎車數量無休止的增長，城市中的空氣質量正日趨惡化。我們過去還能看到蔚藍的天空，呼吸到新鮮的空氣，但現在這成了一種奢望。汽車廢氣已經嚴重污染了空氣，人們的身體受到了嚴重威脅。似乎已經很明確：我們人類已經犯了一個致命的錯誤，唯一能夠彌補的便是極大地減少轎車的數量。

　　Second, with the ever growing number of cars, air quality in urban areas is deteriorating with each passing day. We used to see clear blue sky and breathe fresh air, but now this would be a real luxury. Car exhaust has seriously polluted the air and people’s health is greatly endangered. It seems certain that we human beings have already made a fatal mistake that could only be remedied by bringing down the number of cars hugely.

　　是啊，我們不能否認，轎車給我們帶來了速度、舒適和機動性。然而，這一切都已經成為過去。我們從轎車上所蒙受的災難要遠遠大于我們所獲得的益處。由于我們每一秒鐘都要呼吸被污染了的空氣和由于我們在汽車上必須要花費的時間日益拉長這雙重原因，我們的身體狀況正越來越糟。

　　Sure, we can not deny the fact that cars have brought us speed, comfort and greater mobility. However, these have already been history. We are suffering much more from cars than benefiting from them. Our health conditions are going down rapidly both due to the polluted air that we have to breathe every second and our lack of exercise as a result of the ever increasing amount of time we have to spend behind the wheel!
